Overall we are supportive of the changes proposed in this consultation. We have been cautious in our responses since there is a relative low level of detail on the implementation of these changes in consultation, and we are concerned about unlooked-for consequences.We have responded in detail to the chapters on simplifying the partial exemption standard method, simplifying the interaction between partial exemption and business/ non-business, and simplifying the capital goods scheme.
